January, 2017: Joe the iron worker registers to vote. He signs with his right hand.
March, 2017: Joe the iron worker loses his right hand in a construction accident.
October, 2018: Joe the iron worker submits an absentee ballot he signed left-handed.
November, 2018: Joe the iron worker can't vote because he signed with his right hand in 2017 and with his left hand in 2018.
My question to you: Why is this proper?
