One theory is that they are like cops on the take in a gangster movie. You know --- they accept bribes from the speakeasies and the black marketers; then turn a blind eye. In this instance, rather than POLICE Trump like they should, gopper legislators turn a blind eye to Trump's criminality in exchange for the bribe of court appointments, tax breaks, and attacks on women's rights.
