"The Convention further stipulates that, subject to specific exceptions, refugees should not be penalized for their illegal entry or stay. This recognizes that the seeking of asylum can require refugees to breach immigration rules.prohibited penalties might include being charged with immigration or criminal offences relating to the seeking of asylum, or being arbitrarily detained purely on the basis of seeking asylum. Importantly, the Convention contains various safeguards against the expulsion of refugees. The principle of nonrefoulement is so fundamental that no reservations or derogations may be made to it. It provides that no one shall expel or return (“refouler”) a refugee against his or her will, in any manner whatsoever, to a territory where he or she fears threats to life or freedom." (pg 3)
"The Convention does not however apply to all persons who might otherwise satisfy the definition of a refugee in Article 1. In particular, the Convention does not apply to those for whom there are serious reasons for considering that they have committed war crimes or crimes against humanity, serious non-political crimes, or are guilty of acts contrary to the purposes and principles of the United Nations." "Passed unanimously by the Senate in late 1979 and signed into law by President Jimmy Carter in early 1980, the Refugee Act of 1980 amended the earlier Immigration and Nationality Act and the Migration and Refugee Assistance Act. It raised the annual ceiling for refugees from 17,400 to 50,000, created a process for reviewing and adjusting the refugee ceiling to meet emergencies, and required annual consultation between Congress and the President.
"The Act also changed the definition of “refugee” to a person with a “well-founded fear of persecution,” a standard established by United Nations conventions and protocols. It also funded a new Office of U.S. Coordinator for Refugee Affairs and an Office of Refugee Resettlement and built on already existing public-private partnerships that helped refugees settle and adjust to life in their new country."

According to conventions, protocols, and resolutions adopted by the UN and embraced by the US, refugees should NOT be penalized for illegal entry. The UN and the US have agreed that refugees are often REQUIRED to breach immigration rules. The US is prohibited from imposing penalties on them.

Decent people want the US to honor our UN agreements; then we have Trump supporters who don't give a damn about law, treaties, agreements, protocols, and conventions.
