When a speaker adds, ''in fact,'' it may be for emphasis. That's what Cheney appeared to be doing --- so the effect was *Not only does he have a program he has SUCCEEDED in reconstituting nuclear weapons and has them in his arsenal now.*
The lie would have stood had Russert not called him on it.
