This particular problem is self-inflicted given CA's immigrant policy, in addition to also having the same problems of being run down like other cities. Urban infrastructure is a future debt that will be paid in one form or another (drinkable water delivered locally by pipelines).

Here is a statement from California on the rights of immigrants; I'm trying to find the part that causes the urban infrastructure to "run down" as CaG claims.
