Baker-Hamilton Report a Bust for Bush

The Hamilton-Baker report, which was probably conceived as a life-line to save Bush's political neck, is instead becoming an albatross. If Bush accepts the recommendations of the report, he's admitting failure and that his critics were right.

If he doesn't accept the recommendations, his critics can claim that they are the bi-partisans, and that Bush is being partisan and contrary.

Either way, Bush loses, and the Democrats win.
